Courier-Journal: Passport groups to repay funds
Hospitals and health care groups represented on the board of Passport Health Plan will repay $26.4 million they took from Passport’s surplus in 2008 and 2009 after an attorney general’s investigation concluded the payouts violated state law.
Attorney General Jack Conway, who negotiated the repayment, said Wednesday in an interview that state and federal law forbids a nonprofit corporation such as Passport from paying cash dividends to its members.
“These were Medicaid funds, and they were disbursed for purposes other than Medicaid,” Conway said of the payouts.
